Hazardous Materials
Local Emergency Planning Commitee

The mission of the Local Emergency Planning Committee (LEPC) is to protect the community from harmful and possibly life-threatening effects of a hazardous materials release by developing and implementing policies and procedures for complying with the Emergency Planning and Right-to-Know Act (EPCRA), Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA Title III).

The LEPC also gathers information to assist in the development of off-site plans for facilities required to report under SARA Title III. Information is then forwarded to the Sargent County Emergency Management Office at the Sargent County Courthouse in Forman ND. The committee also works with homeland security, training, exercise, planning, preparedness, response for an all hazards approach.

Membership

The LEPC can consist of representatives from the following groups: Elected Officials, Law Enforcement, Emergency Management, Fire Service, Emergency Medical Service, Public Health, Transportation, Community Groups, Facility Owner/Operators, and the Media. Anyone interested in sitting on this committee should contact the Emergency management Office.

Meetings

LEPC meetings are quarterly and are held in conformance with the Open Meetings Laws. They are scheduled for the third Tuesday in January, April, July and October at 7:30 a.m. in the Forman Café back room. The committee also calls meetings on an as needed basis through out the year.

Population

The Sargent County LEPC serves over 4300 people and covers 866 square miles.

Tier II Facilities

Required facilities report to the Sargent County emergency Management office as well as the fire district that the facility is located in. The facility is also required to report to ND Department of Emergency Services.

Sub Committees

Exercise ⁄ Training Committee: The Exercise Planning Committee assists facilities and Emergency Management in the development of hazardous materials response training/exercises as well as all other hazards identified in the county.

Planning Committee: Serves as the steering committee in the development of the Sargent County All-Hazards Mitigation Plan and the Local Emergency Response plan.
